Preparation
  1. Preheat the oven to 350°F (175°C). Line a cookie sheet with parchment paper.
  2. Heat-treat the flour by baking for 8 minutes or microwaving for 1 minute on 75% power until it reaches 165°F.
  3. Melt the butter and chopped dark chocolate in a heatproof bowl using a microwave in 45-second intervals, stirring in between, until smooth.
  4. Using an electric mixer, beat in the sugar and vanilla extract for 2 minutes, then add the milk and mix until combined.
  5. Sift in the heat-treated flour and cocoa powder, add salt, and stir until well blended.
  6. Gently fold in the mini chocolate chips until evenly distributed.
  7. Transfer the brownie batter to an airtight container and refrigerate for up to a week.

Notes

For a thicker consistency, chill the batter before serving. Use high-quality chocolate for a richer flavor.
